About Us!


Washington Hill Community Association (WHCA) was developed to make Washington Hill neighborhood a safer and more vibrant community. We are a little over 5 years old, with over 75 members (and growing), and 9 board members. Our mission is to promote the general welfare of our community and to promote cooperation among our residents, business, and institutions.  WHCA is a 501(c)(3) non-profit organization devoted to community betterment and is not formed for pecuniary or financial gain. 


WHCA serves parts of District 12 and District 13 - the area of the City of Baltimore encompassed by the following boundaries: on the north, Fayette Street from Central Avenue east to Washington Street; west side of Washington south to Lombard Street; north side of Lombard west to Broadway; west side of Broadway south to Pratt Street; north side of Pratt west to Eden Street; west side of Eden south to Gough Street; north side of Gough west to Central Avenue; east side of Central north to Fayette Street.

3-1-1 connects Baltimore citizens, businesses & visitors with a vast array of city services, programs and information.  Either by a live agent-assisted phone call or through the self-service web or mobile portal, 3-1-1 allows customers to report a problem, request a service, check the status of a previously submitted service request, and obtain information regarding City programs or events. Constituents m:ay call 3-1-1 to file NON-EMERGENCY police reports.  For EMERGENCIES, call 9-1-1.

NON-EMERGENCIES include, but are not limited to:


  • bulk trash pickup/unsightliness including graffiti, cans, rodents, and other cleanliness issues
  • city tree inspection
  • construction without building permit
  • dirty alley/street cleanup
  • footway/sidewalk repair
  • animals, parks, and trees
  • housing, building, structures, and other residential housing issues including inspections and permits
  • signs, signals, parking, and other motorist issues
  • streets, street lights, and other mobility issues
  • water pollution, flooding, hydrants, and other water infrastructure

NextDoor allows neighbors and "communities come together to greet newcomers, exchange recommendations, and read the latest local news.  Where neighbors support local business and get updates from public agencies.  Where neighbors can borrow tools and sell couches (or other household items).  It's how to get the most out of everything nearby..."  In short, Nextdoor is the easiest way to keep up with everything in Washington Hill and surrounding communities, within a private environment.

Post in Nextdoor your latest findings within the neighborhood including neighborhood issues, questions, business promotions, crime, and questions.


Next Community Meeting is February 11th, 2021 @7pm!


Please observe the Virtual Meeting "Best Practices" below:
  1. Please download the Zoom app at least 10 minutes before the meeting in case of technical difficulties.  
  2. When signing in, you will be in the "Waiting Room" until a board member admits you.  Please be patient.
  3. Mute your microphone when you are not speaking, please.  This keeps background noise to a minimum. 
  4. Be mindful of background noise.  When microphone is not muted, please avoid activities that could create additional noise, such as shuffling papers.
  5. Position your camera properly.  If you choose to use your camera, be sure it is in a stable position and focused at eye level, if possible. 
  6. If you do not feel comfortable speaking over the microphone, please feel free to use the "Chat" window on the right side of the screen.
