About Us!
Washington Hill Community Association (WHCA) was developed to make Washington Hill neighborhood a safer and more vibrant community. We are a little over 5 years old, with over 75 members (and growing), and 9 board members. Our mission is to promote the general welfare of our community and to promote cooperation among our residents, business, and institutions. WHCA is a 501(c)(3) non-profit organization devoted to community betterment and is not formed for pecuniary or financial gain.
WHCA serves parts of District 12 and District 13 - the area of the City of Baltimore encompassed by the following boundaries: on the north, Fayette Street from Central Avenue east to Washington Street; west side of Washington south to Lombard Street; north side of Lombard west to Broadway; west side of Broadway south to Pratt Street; north side of Pratt west to Eden Street; west side of Eden south to Gough Street; north side of Gough west to Central Avenue; east side of Central north to Fayette Street.

3-1-1 connects Baltimore citizens, businesses & visitors with a vast array of city services, programs and information. Either by a live agent-assisted phone call or through the self-service web or mobile portal, 3-1-1 allows customers to report a problem, request a service, check the status of a previously submitted service request, and obtain information regarding City programs or events. Constituents m:ay call 3-1-1 to file NON-EMERGENCY police reports. For EMERGENCIES, call 9-1-1.
